Destino Jean-Louis, a 23-year-old Haitian national, was arrested and charged with first-degree murder, third-degree murder, and weapon offenses following the fatal shooting of 45-year-old Latosha Ann Cooper. The incident occurred on October 21, 2026, in a Walmart parking lot in Cheltenham Township, Pennsylvania. Investigators allege the shooting was motivated by issues surrounding Jean-Louis’s immigration status. Jean-Louis had entered the United States in 2023 via the CHNV parole program. Authorities state that Jean-Louis and Cooper had entered into a marriage arrangement intended to help him obtain a green card, but federal authorities rejected the union as illegitimate. Following a fallout, Cooper had reportedly withdrawn a petition that would have allowed Jean-Louis to remain in the country. Jean-Louis was apprehended by the United States Marshals Service Fugitive Task Force in Philadelphia on immigration charges before being transferred to local authorities for the homicide investigation. ## Timeline ### 2026-10-29: Haitian national charged with murder of Walmart manager in Pennsylvania Destino Jean-Louis, 23, faces murder charges for the fatal shooting of Latosha Ann Cooper outside a Pennsylvania Walmart following a failed fraudulent marriage scheme intended to secure his legal status. 2 sources. https://clstr.news/cluster/haitian-national-charged-with-murder-of-walmart-manager-in-pennsylvania ### 2026-10-26: Haitian national arrested for murder of Walmart employee in Pennsylvania Destino Jean-Louis, 23, faces murder charges for the fatal shooting of his wife, Latosha Ann Cooper, outside a Pennsylvania Walmart after allegedly waiting in the parking lot to target her. 4 sources. https://clstr.news/cluster/man-arrested-for-fatal-shooting-of-walmart-employee-in-pennsylvania --- Cite as: Pennsylvania Walmart homicide investigation.
