Persebaya Surabaya has implemented a strategy to prioritize youth development and player evaluation during the 2026/2027 Super League break. Coach Bernardo Tavares indicated that players aged 15 to 18 would be integrated into senior training sessions to assess their readiness for the first team.

Following this focus on internal talent, the club’s junior teams have progressed to the quarter-finals of the 2026 Soeratin Cup. The U-13 and U-17 squads are traveling to Ibu Kota Nusantara (IKN) to compete in their respective groups.
