Peru’s Minister of Energy and Mines, Guillermo Shinno, has overseen several initiatives to expand the national energy matrix. In the Moquegua region, the Intipampa Solar Expansion was inaugurated, adding 51 MW to the facility operated by Engie Energía Perú. Minister Shinno also announced plans for the Hanaqpampa Solar Plant, which is expected to include a 15 MW battery energy storage system to support mining and economic demands.

In addition to solar expansion, the Ministry has moved to relaunch bidding processes for hydroelectric power plants to encourage private investment. To support these efforts, the government is working to finalize regulations for the electricity market, including bidding and complementary services, by December.

Regarding mining oversight, Minister Shinno authorized a transfer of over S/ 6.6 million to the Florencia-Tucari mine for environmental remediation in the Mariscal Nieto province. This transfer has faced scrutiny due to the Minister’s previous professional ties to the mining company Aruntani, which has received significant environmental fines in the region.

Addressing energy crises in the Loreto region, Minister Shinno presented a multi-phase plan to end the energy isolation of Iquitos. Short and medium term goals involve working through Electro Oriente to invest in additional power generation and replace obsolete networks. Long term objectives include integrating Iquitos into the National Interconnected Electric System (SEIN), potentially via a subaquatic direct current line from Yurimaguas to support rural electrification in Amazonian communities.

Furthermore, the government is advancing the Small Mining and Artisanal Mining (MAPE) Law. This legislation proposes two regimes to formalize the sector: an ordinary regime requiring environmental and property compliance, and a consolidation regime providing an 18-month window for those currently in the formalization process. The law also includes the creation of FORMAPE, an agency under the Ministry of Energy and Mines to oversee authorization, supervision, and sanctions.
