The Peruvian Executive branch has requested delegated legislative powers to address urgent national issues, specifically focusing on citizen security and the El Niño phenomenon.

In late September, Minister of Women and Vulnerable Populations María Seminario criticized the Constitution Commission’s recommendation to reject these powers, labeling the potential refusal “inhumane” due to the risks of floods and disease in northern Peru. The Commission argued the requested powers were too broad and lacked sufficient demonstration of necessity.

By mid-October, Minister of Agrarian Development and Irrigation Marco Vinelli urged the Senate to expedite the debate, stating that previously approved powers were insufficient. Vinelli warned that delays could impede emergency responses to El Niño and rising insecurity. He also noted that approximately S/ 320 million has been allocated for flood prevention works on the Moche River in La Libertad.
