The Philadelphia City Council unanimously passed Resolution 260819 to address severe rat infestations in the Lower Northeast, specifically impacting neighborhoods such as Mayfair, Oxford Circle, and Castor Gardens. The resolution called for coordinated efforts between the Departments of Public Health, Licenses and Inspections, and Sanitation to mitigate issues including property damage and food contamination caused by poorly stored trash and neglected properties.

Following this, the city appointed Adrian Jordan, a veteran of the Health Department, as the first Rat Abatement Manager. Under Mayor Cherelle L. Parker’s ‘One Philly’ initiative, Jordan will oversee a multi-departmental response involving six city agencies. The city’s strategy includes conducting door-to-door surveys in Northeast Philadelphia to identify infestations and launching a public dashboard to track resident complaints and serviced properties.
