BI Commissioner Joel Anthony Viado stated the initiative is intended to “enhance accountability, transparency, and monitoring to deter personnel from abusing their positions.” The announcement follows mid-September interceptions of Filipino passengers suspected of being victims of illegal recruitment, including cases involving promises of security or military work in Russia.
