The Philippine government is advancing legislative measures to restrict social media access for minors to protect them from exploitation, harmful content, and mental harm.

In early October 2026, the Senate approved Senate Bill No. 2424, the Child Online Safety and Protection Act, which proposes prohibiting children under 18 from accessing age-restricted platforms. Concurrently, the House of Representatives moved forward with House Bill No. 11566, the Children’s Digital Safety, Protection, and Well-Being Act, which would ban children under 13 from maintaining accounts while requiring parental consent for those aged 13 to 17. If passed, the two chambers must reconcile these differing age thresholds before the bill can be submitted for presidential approval. Implementation would be overseen by the Department of Information and Communications Technology, with potential fines for non-compliant platforms ranging from P5 million to P20 million per violation.

The debate has been intensified by recent school shootings in the country. President Ferdinand Marcos Jr. has expressed caution, suggesting that a total ban might cause children to hide online activities, which could increase vulnerability to grooming and abuse.

Amidst these legislative efforts, Meta hosted a forum in Manila titled ‘Digital Dialogue In Real Life’ in collaboration with the Department of Education and the National Youth Commission. While panelists discussed safety measures like parental controls, DICT-CICC Director IV Noel Carlo Gracilla emphasized that ‘children’s safety cannot be matched by promises alone,’ calling for visible action from digital platforms.
