Following maritime security incidents involving Filipino seafarers, the Philippine government has initiated assistance and increased protections for overseas workers. 

In late August and early September 2026, two separate incidents resulted in fatalities. On August 31, two crew members died when the crude tanker MT SIDR was struck by projectiles and caught fire in the Strait of Hormuz. Additionally, a Filipino seafarer died during a security incident involving the M/V Hercules Star at the Dubai Delta Anchorage on September 9. The Department of Migrant Workers (DMW) has been providing aid to bereaved families and coordinating the repatriation of survivors.

In response to these risks and broader instability in the Middle East, President Ferdinand R. Marcos Jr. announced intensified measures to protect seafarers. The DMW has launched investigations into manning agencies and shipowners regarding vessels exposed to danger in high-risk areas like the Strait of Hormuz and the Northern Black Sea. 

Government data indicates that regional instability has contributed to a significant decline in overseas Filipino worker (OFW) deployment. Between January and July 2026, deployment fell by 34 percent compared to the previous year, with sea-based deployment experiencing a 62 percent decrease.
