However, the expansion of these responsibilities has met with administrative concerns. The Association of Rural Communes of the Republic of Poland (ZGWRP) has expressed support for organizing civil defense but warns that a draft regulation from the Ministry of Interior and Administration imposes “significant new organizational, evidentiary, and documentation duties” without providing necessary funding. Local officials are calling for clear financing rules and the digitalization of procedures to reduce paperwork.
