In preparation for the Cristo Negro de Portobelo religious festivities, Panamanian authorities implemented various security, logistical, and health measures.

Initially, a security plan was announced involving the deployment of over 1,500 police officers to manage an expected crowd of 80,000 to 120,000 pilgrims. Due to restoration work at the San Felipe Apóstol Church, liturgical celebrations were scheduled to be held outdoors at a gazebo and the central plaza.

Following these announcements, the Ministry of Health conducted inspections in Portobelo to ensure food safety for the attendees. These operations identified irregularities such as spoiled food and vendors lacking sanitary permits, resulting in citations, sanctions, and the removal of unfit products.
