In early June 2026, Portugal opened applications for a €10 million Green Mobility programme administered by the Environmental Fund. The scheme offers up to €4,000 for a new electric passenger car (up to €5,000 for private social-solidarity institutions) and subsidies for electric bicycles, cargo bikes, motorcycles, mopeds, tricycles and quadricycles, with price caps of €38,500 for standard cars and €55,000 for larger models.

A week later the government detailed the Imposto Sobre Veículos (ISV) – a registration tax calculated from CO₂ emissions and engine size. Full exemptions apply to 100% electric vehicles and renewable-energy-powered models; plug-in hybrids receive cuts of 40% to 75% depending on electric range, and additional relief is granted to people with disabilities, large families, new residents and diplomatic staff.

At the end of June the Economy Ministry unveiled the €1.2 billion Novo E-Lar voucher scheme, funded largely by EU NextGeneration funds. Over €100 million is earmarked for solar-panel rebates, with vouchers covering up to 40% of energy-efficient appliance costs and up to 30% of photovoltaic installations for 200,000 households, aiming for a peak rollout in Q4 2026.

In August, details regarding the reform of the Imposto Único de Circulação (IUC) were clarified through Decree-Law No. 161/2026. Effective January 1, 2027, a transitional regime will replace registration-based due dates. In 2027, those with IUC amounts up to €500 will make a single payment in October, while those exceeding €500 can pay in two installments (July and October) or a single July payment. From 2028, a permanent system will apply: amounts up to €100 are due by the end of April, €100–€500 in two installments (April and October), and amounts over €500 in three installments (April, July, and October). The Portuguese Tax and Customs Authority noted that for 2026, current rules based on registration anniversaries remain in effect.
