As of 3 August 2026, Portugal no longer accepts the paper Bilhete de Identidade as a valid travel document for crossing borders within the European Union and the Schengen Area. This change is driven by Council Regulation (EU) 2025/1208, which mandates that travel documents include a machine-readable optical zone and meet security standards defined by the International Civil Aviation Organization (ICAO). The regulation follows a previous rule that was declared invalid by the Court of Justice of the European Union in March 2024.

While the paper Bilhete de Identidade remains valid for domestic identification within Portugal, citizens traveling internationally must use a modern Cartão de Cidadão (Citizen Card) or an electronic passport. Previous versions of the Citizen Card that include an optical reading zone remain valid until their printed expiration date, with a final cutoff of 3 August 2031. To avoid travel disruptions or being refused boarding, travelers are advised to renew documents through the Instituto dos Registos e do Notariado, Citizen Shops, or consular services.

Relatedly, the practice of issuing lifetime documents to citizens over 65 has ended to align with European Regulation 2019/1157. Under current rules, citizens aged 25 and older receive cards valid for ten years, while those under 25 receive five-year cards. Individuals holding lifetime cards may continue using them without early renewal only if they were 70 years of age or older as of 2 August 2021.

Travelers crossing EU borders with €10,000 or more in cash (or equivalent) must declare the amount to customs authorities to avoid potential seizure of funds or sanctions.
