Discussions regarding the Portuguese education system have focused on the relationship between public and private institutions. António Moiteiro, the Bishop of Aveiro, advocated for greater recognition of the role played by private and Catholic schools, suggesting they provide a necessary complementarity to the state system which faces teacher shortages.

National school rankings based on exam results have highlighted a significant performance gap. Private institutions dominate the top positions, with Grande Colégio Universal in Porto leading the overall classification for the second consecutive year. In contrast, the highest-ranking public school, Escola Artística do Conservatório de Música do Porto, appears in 38th place.

Data from the Ministry of Education indicates that while national averages have improved, private colleges frequently award higher internal grades. One study noted that nearly 80% of private secondary schools recorded no failing grades, whereas only 12 public secondary schools achieved the same. Consequently, researchers have raised concerns regarding grade inflation in private institutions.

In response, teacher federations, including Fenprof and FNE, have criticized the data, arguing that such rankings stigmatize public schools, promote unhealthy competition, and ignore complex socioeconomic contexts like student poverty.

Education Minister Fernando Alexandre has addressed these disparities, stating that comparing the two sectors constitutes an “unequal competition.” He noted that public schools face unique structural challenges, such as serving as the primary resource for students with special educational needs and immigrant populations. Furthermore, the public system contends with overcrowded classrooms, infrastructure limitations, and regional teacher shortages in areas like Lisbon, Vale do Tejo, and the Algarve, where the high cost of living deters educators.
