A study by DEMARCA using data from the Portuguese Web Accessibility Observatory found significant failures in digital accessibility across Portuguese municipalities. Of 47,903 municipal web pages evaluated, only 7.4% met the Level AA standard of the Web Content Accessibility Guidelines (WCAG 2.1), which is the minimum legal requirement in Portugal. This lack of compliance affects 44,356 pages, creating barriers for individuals with visual, auditory, motor, or cognitive impairments. In the Alto Minho region, seven out of nine evaluated municipalities failed to provide any compliant pages.

In response to administrative and digital challenges, local government leaders convened at the 5th National Meeting of Local Government Officials (ENDA) in Pombal. The meeting addressed the digital modernization of public services and the use of mobile applications to improve citizen proximity. Additionally, the National Association of Portuguese Municipalities (ANMP) presented the Local Power Observatory, a platform funded by the Recovery and Resilience Plan (PRR). This tool aims to centralize territorial data from all 308 municipalities to support strategic decision-making and monitor the transfer of competencies from the central state to local authorities.
