Following protests in July and August 2026 regarding environmental impact and land use, the Government of Puebla has moved forward with the Cablebús urban mobility project. On 31 August 2026, Cabinet Coordinator José Luis García Parra announced a staggered construction schedule for stations at Parque Biblioteca, Amalucan, Parque Juárez, and Mayorazgo. He clarified that the project will only utilize authorized surfaces and that the parks will remain municipal heritage, noting that only specific fractions of land are being segregated for the project.

By 8 September 2026, the state government launched neighborhood assemblies in affected areas to address resident concerns regarding the construction of towers, stations, and transfer nodes. During these sessions, García Parra denied allegations of “ecocide,” maintaining that the project is supported by over 70 technical, financial, and environmental studies. He reiterated that the plan includes the regulated transplantation of 77 trees.

Construction is progressing as licenses are approved, with preliminary works starting in Biblioteca, Juárez, and Amalucan parks. Construction for the final stations in the CIS and Mayorazgo areas is expected to begin toward the end of October.
