The Hyderabad District Consumer Disputes Redressal Commission-II has ordered PVR Cinemas and PVR Inox Ltd. to pay ₹75,000 in total penalties following a consumer complaint regarding excessive pre-film content.

The dispute arose from a June 20, 2025, screening of the Telugu film ‘Kubera’. Complainant and advocate Chanda Athish Kumar reported that the 10:35 pm screening was delayed until approximately 10:52 pm due to an extended period of commercial advertisements and trailers. The complainant argued this delay constituted an “unfair trade practice” and violated a November 30, 2023, Office Memorandum from the Ministry of Information and Broadcasting, which restricts public service awareness films to two minutes within prescribed periods.

PVR INOX defended its practices by citing the constitutional right to trade freely under Article 19(1)(g). However, the Commission rejected these arguments, ruling that the prolonged commercial content constituted a “deficiency in service.”

The Commission ordered the companies to pay ₹20,000 in compensation, ₹5,000 in litigation costs, and ₹50,000 in punitive damages to be deposited into the District Consumer Welfare Fund. Additionally, the companies were ordered to discontinue the practice.
