Authorities in Quito, through the Agencia Metropolitana de Control (AMC), have conducted enforcement operations targeting establishments with licensing and safety violations.

In late September, officials closed a spa in the La Magdalena sector after discovering it was conducting activities different from those authorized under its Unique License for Economic Activities (LUAE). The Quito Fire Department also identified safety hazards, including faulty gas and electrical connections, as well as inadequate fire extinguishers and signage.

By early October, the AMC closed a nightclub in the La Y sector for operating without a valid LUAE license and lacking fire department certification. During this operation, officials observed alcohol consumption and the alleged use of controlled substances.
