During a conference titled ‘Regionalization: a reflection’, local leaders and political figures debated models for more efficient public administration. José Miguel Oliveira, President of the Penamacor Municipality, argued that increasing self-determination for local populations is essential for national cohesion and the development of interior territories. By early October, focus shifted toward the implementation of social infrastructure in the region. Supported by the Recovery and Resilience Plan (PRR) and municipal funding, new facilities were inaugurated in Penamacor and Gonçalo. These projects included the expansion of the Nossa Senhora da Conceição nursery in Penamacor and the blessing of the Nossa Senhora da Misericórdia Home in Gonçalo, which provides services for the elderly. Local leaders used these inaugurations to advocate for continued public investment to support families and encourage population stability in interior regions. ## Timeline ### 2026-10-02: Bishop of Guarda inaugurates social facilities in Penamacor and Gonçalo The Bishop of Guarda inaugurated new social facilities in Penamacor and Gonçalo, including a nursery and an elderly care center, supported by the Recovery and Resilience Plan. 2 sources. https://clstr.news/cluster/bishop-of-guarda-inaugurates-social-facilities-in-penamacor-and-gonalo ### 2026-09-29: Penamacor hosts conference on regionalization and administrative reform The Municipality of Penamacor hosted a conference on regionalization to debate administrative models and improve public administration efficiency and territorial cohesion in Portugal. 3 sources. https://clstr.news/cluster/penamacor-hosts-conference-on-regionalization-and-administrative-reform --- Cite as: Regional development and social investment in Penamacor.
