SEME warned that patients are increasingly seeking services in unauthorized locations like hair salons or gyms, noting that young adults may prioritize low costs over safety.

In Mexico, legislative action has been proposed to address similar issues. Senator Simey Olvera Bautista introduced a reform to the General Health Law following reports from the Federal Commission for Protection against Sanitary Risks (Cofepris) showing a 3,950 percent increase in the closure of irregular plastic surgery clinics. The proposal seeks to classify performing medical-surgical procedures without proper training or certification as the crime of “professional usurpation” under the Federal Penal Code.
