The distributors argued that Agenersa’s decision to lower the free-market threshold to 10,000 m³/day lacked proper legislative and contractual backing. Following these regulatory tensions, Agenersa joined the National Pact for the Development of the Natural Gas Market. Coordinated by the Ministry of Mines and Energy and the National Agency of Petroleum, Natural Gas and Biofuels (ANP), this pact seeks to harmonize regulations for natural gas, biogas, and biomethane.
