The municipality of Río Grande is facing a significant financial crisis due to delays in the transfer of provincial tax-sharing funds (coparticipación). Local authorities report that the provincial government owes the city over $18 billion, with payment delays reaching between 45 and 60 days.

Municipal officials, including the City Council and the Court of Accounts, have formed working groups and institutional committees to evaluate the impact and formalize claims for the outstanding funds. Government Secretary Gastón Díaz described the current situation as “unprecedented.”

The lack of predictable funding threatens the continuity of essential public services, including potable water, sewage systems, public transportation, and 15 healthcare facilities. Additionally, social assistance programs such as community kitchens, food aid, and student scholarships are at risk.

In response to the crisis, legislator Matías Lapadula has proposed convening the Economy, Budget, and Finance Commission to advance the “Ley de Goteo Diario” (Daily Drip Law). This legislation seeks to mandate the automatic transfer of municipal funds to local governments as soon as they enter provincial accounts to ensure financial stability.
