Romania’s construction sector experienced a 12% increase in work volume during the first five months of 2026 compared to the previous year. Growth was led by the residential sector, which rose by 16%, and infrastructure projects, which grew by approximately 14%. Infrastructure works, encompassing roads, railways, and hospitals, represent more than half of the total sector activity.

While the non-residential segment grew by roughly 6%, it faced limitations due to cautious private investment and expensive financing. Despite reaching levels nearly double those seen before the pandemic, the sector faces potential risks in the latter half of the year, including political uncertainty, rising costs, cash flow pressures for contractors, and difficulties regarding the use of European funds.

New data from the National Institute of Statistics (INS) indicates a significant surge in housing completions during the first half of 2026. A total of 31,958 dwellings were completed, marking a 30% increase compared to the same period in 2025. This growth accelerated in the second quarter, which saw 20,082 units completed—a nearly 47% increase over the second quarter of 2025. 

Urban areas accounted for approximately 63.9% of these completions. The Bucharest-Ilfov region saw the most substantial growth, reporting a 117% increase in housing deliveries during the second quarter compared to the previous year. Residential construction remains almost entirely driven by private funding; of the 20,082 units completed in the second quarter, 19,957 were financed through private funds, while only 125 were funded by public resources.
