Romania is facing various challenges regarding investment and capital inflows. While the country has captured 65% of the 2024–2025 regional fund volume—supported by government PNRR funds and angel investor networks—it faces risks of losing up to €770 million in EU funds due to delays related to the ANI law.

By the first half of 2026, the economic landscape showed signs of contraction. Foreign direct investment (FDI) fell to 669 million euros, a sharp decrease from 4.5 billion euros in 2022 and 3.72 billion euros in 2025. This decline is linked to reduced reinvested profits and lower capital participation. Additionally, real estate transactions decreased to approximately 300 million euros in the first half of 2026, compared to 400 million euros during the same period the previous year.

New data from the second quarter of 2026 reveals that investment flow reached a negative value of minus 521 million euros, marking the lowest quarterly level since 2013. While the National Bank of Romania (BNR) suggests seasonal or accounting factors like dividend distributions may play a role, analysts indicate that reinvested profits have reached a negative balance. This suggests a decline in the operational profitability of foreign-capitalized companies.

In response to these trends and the competitive European landscape, the Romanian Agency for Investments and Foreign Trade (ARICE) is focusing on economic diplomacy. Under the leadership of Daniel Constantin, ARICE is tasked with promoting Romania as an investment destination and supporting Romanian companies in international markets.
