Romania’s labour market exhibits a paradox of low overall unemployment alongside persistently high youth joblessness. By June 2026, the national unemployment rate fell slightly to 6.3%, a 0.1-point decrease from May. However, the 15–24 age group faced a 28.8% unemployment rate, which remained unchanged from the start of 2026 and sits above the EU average of 5.9%. Additionally, nearly 1 in 5 young people aged 15–29 are classified as NEET (not in employment, education, or training), a rate nearly double the EU average.

In Bucharest, the unemployment rate reached 0.42% in June 2026. Despite low national figures, the market faces structural issues. Layoffs in the automotive, furniture, and IT sectors have dismissed approximately 19,000 workers, while the public sector faces projected reductions of over 45,000 posts. Employers continue to report acute shortages of qualified staff, such as drivers, industrial workers, and IT developers, prompting the National Agency for Employment to provide retraining programmes.

Social challenges are also rising. Since July 2025, almost 11,000 reports of missing minors have been recorded, with 60% involving children from care homes or social housing. This surge in teenage runaways coincides with high youth unemployment, where over 511,000 young people are registered as unemployed. Low wages, lack of experience, and pension reform uncertainty are driving many to consider emigration, presenting a dual challenge for policymakers to address both economic stability and social welfare.
