In early August 2026 Romania’s Ministry of Finance opened the eighth edition of its Fidelis state‑bond programme, issuing lei‑denominated bonds at 6.30 % (2‑yr), 6.90 % (4‑yr) and 7.50 % (10‑yr) and euro bonds at 4.00 % (3‑yr) and 6.30 % (10‑yr). A special tranche for blood donors offered a 2‑yr lei bond at 7.30 % and a 3‑yr euro bond at 5.00 %, with reduced minimum subscriptions (500 lei, 100 €) and caps of 100 000 lei and 20 000 €. The bonds are tax‑exempt and may be traded before maturity. At the same time the government confirmed it can draw up to €16.68 billion from the EU‑backed SAFE financing instrument, at an estimated 3 %–3.5 % interest rate over a 45‑year repayment period.

Parliament acted to increase budget flexibility under the SAFE programme. On 4 August the Chamber of Deputies approved, and the Senate subsequently adopted, an amendment to Emergency Ordinance No 62/2025 that allows primary budget credit officers to de‑commit funds already legally committed for 2026 under other expenditure titles and re‑commit them to a new title, while prohibiting their use for new spending, transfers or surrender to the budgetary reserve.
