Authorities have identified a coordinated criminal network originating from Romania that operates across Europe, targeting tourists in the United Kingdom and residents in Germany through fraud and burglary.

In central London, specifically around Westminster, Big Ben, and the London Eye, the group reportedly manages illegal pedicab and bicycle rickshaw operations. These operators use deceptive pricing tactics, such as quoting low initial rates only to demand hundreds of pounds upon arrival. Investigators note that the group uses standardized price cards that exceed legal maximums and engages in other unlicensed activities, including fraudulent ice cream vending.

Despite efforts by authorities in Westminster and Lambeth to combat these violations, many actors within the network reportedly treat municipal fines as a predictable business expense, showing a systemic disregard for legal regulations.
