Sources: 6. Developments: 2. Reports indicate that Vladimir Putin is implementing significant structural changes within the Russian power vertical, specifically targeting the Federal Security Service (FSB). Initial reports suggested a targeted purge within the FSB intended to support oligarch Arkadi Rotenberg. These personnel shifts reportedly included the removal of Serghei Alpatov, head of the FSB Economic Security Service, and the potential dismissal of Nikolai Babakov, head of the FSB ‘T’ Directorate, following legal and financial pressures on Rotenberg’s business interests. Subsequent developments suggest these changes may be part of a broader systemic restructuring. The Kremlin appears to be transforming the state into a more militarily centralized apparatus to facilitate long-term warfare and tighter elite control. This includes potential leadership changes at the highest level of the FSB, with indications that Director Alexander Bortnikov may be replaced. These shifts signal a redistribution of power among competing Kremlin factions and a transition of the FSB into a primary pillar of Putin’s domestic and economic influence. ## Timeline ### 2026-09-20: Vladimir Putin restructures Russian power and FSB leadership Vladimir Putin is restructuring Russian power, including potential leadership changes in the FSB, to centralize control and manage elite competition during the ongoing war. 2 sources. https://clstr.news/cluster/vladimir-putin-restructures-russian-power-and-fsb-leadership ### 2026-09-12: Putin reportedly initiates FSB purge to support oligarch Arkadi Rotenberg Russia is expected to undergo major FSB personnel changes as Vladimir Putin reportedly supports oligarch Arkadi Rotenberg, leading to a purge of security officials who targeted Rotenberg's associates. 4 sources. https://clstr.news/cluster/putin-reportedly-initiates-fsb-purge-to-support-oligarch-arkadi-rotenberg --- Cite as: Russian Kremlin and FSB leadership restructuring.
