Russia is experiencing intensifying fiscal and economic strain as its transition to a war economy creates significant liquidity challenges. In the first seven months of the year, the federal budget deficit rose to approximately $79 billion (6.5 trillion rubles), a 32.3% increase compared to the previous year. While total revenues grew by 8.8%, expenditures rose more sharply by 14.5%, driven largely by increased spending on the defense industry.

A primary driver of this imbalance is a 16.8% decline in oil and gas revenues, which fell to 4.6 trillion rubles. This instability is exacerbated by long-range drone attacks on energy infrastructure, Western sanctions, and price caps. Although a six-month high in energy prices occurred due to Middle East tensions, the Russian Treasury's federal budget account balance dropped to negative 5.5 trillion rubles (approximately $65.3 billion) in April.

This liquidity shortage has prompted the government to implement a large-scale spending austerity program. Finance Minister Anton Siluanov warned of risks regarding the government's ability to meet payment obligations. 

The economy remains characterized by a dual-track structure: the defense-fueled industrial sector remains stable, while the civilian sector faces rising inflation and cost pressures. Despite a 1.3% growth rate in the second quarter, analysts suggest this may be skewed by military spending. Consequently, households are increasingly turning to cheaper, store-brand goods as incomes face pressure and high interest rates persist.
