The municipal government of San Fernando is undergoing administrative and operational changes. The PSOE-led administration is evaluating the municipalization of sports facility management, aiming to internalize the oversight of seven municipal complexes and various sports spaces through the municipal company Hemsa. A study commission is set to determine if direct management offers the most efficient economic, social, and technical model for the 93 workers currently involved in these services.

To improve coordination, the local government has reorganized several competencies. María José Foncubierta oversees the Presidency, Public Administration, Municipal Heritage, Municipal Public Service Companies, and Animal Welfare. Jesús López Ramírez is responsible for Local Police, Prevention, Security, and Civil Protection, while also managing Organizational Development, Personnel Management, and Employment Promotion. Fernando López Gil directs the Sustainable Urban Development Area, a role he maintains following his appointment as the second Vice President of the Parliament of Andalusia.

In terms of public safety, the City Council plans to fill Local Police vacancies through a Public Employment Offer, a move supported unanimously by unions. Proposed reforms also include new regulations for secondary police activities and a horizontal professional career system to impact agent remuneration. 

Financially, the 2027 municipal budgets are moving toward initial approval, totaling approximately 122 million euros, or 136 million euros when including the municipal company. Key budgetary increases include street cleaning and waste collection, which is set to rise by 42% to nearly 15 million euros, and parks and gardens, which is expected to increase from 2.25 million to 3.5 million euros. Planned investments also include a new sports pavilion and the relocation of the Elementary Music Conservatory.
