Sarajevo is experiencing water supply issues characterized by conflicting explanations regarding their cause. The environmental association Eko Akcija has attributed the shortages to political mismanagement and infrastructure failure, claiming the utility, KJKP Vodovod i kanalizacija, failed to utilize an EBRD loan effectively for network renewal. They noted that water losses increased by 7 million cubic meters in 2024 compared to 2019 and cited over 1,700 unrepaired malfunctions, specifically linking current and past management to the NIP political party.

Conversely, the utility attributes the supply issues to environmental factors, specifically a prolonged dry period, high temperatures, and a lack of precipitation. Reports indicate that capacity at the Vrelu Mošćanice source dropped significantly, from a required 100 liters per second to 37 liters per second in mid-September. To protect electromechanical and hydro equipment from damage like cavitation or overheating, the utility has implemented scheduled pressure reductions and temporary outages.

By early October, disruptions affected numerous neighborhoods, including Grbavica, Hrasno, Dolac Malta, Dobrinja, and Kobilja Glava. Residents in Nova Vogošća have reported outages lasting over a month. These fluctuations are causing economic strain, as sudden pressure changes lead to the breakdown of appliances such as washing machines, dishwashers, and gas boilers. In response to public criticism, the utility stated that many European cities face similar challenges due to drought and noted that the authority to implement general bans on water use lies with city and cantonal institutions rather than the utility itself.
