Saudi Arabia has expanded its humanitarian and developmental engagement in Sudan and Syria. Through the King Salman Humanitarian Aid and Relief Center (KSrelief), the Kingdom launched the Athar Program in Sudan to provide medical treatments, surgeries, and health-related economic training. In Syria, KSrelief has focused on rehabilitating homes and providing shelter in coordination with the UNHCR to assist refugees.

Efforts in Syria have since progressed toward large-scale economic reconstruction. Discussions held in Bangkok regarding a potential $1.5 billion funding package have led to the Saudi Fund for Development approving an initial $406 million in concessional loans. This funding targets critical infrastructure, including electricity, water, health, and housing, to support the “Syria without camps” vision. This movement toward reconstruction is being supplemented by reviews of various energy and agriculture projects by the International Finance Corporation.
