Senegal has initiated a transport modernization program in Dakar focused on electric vehicle integration and professional driver development. This began with a partnership between the Office national de formation professionnelle (ONFP) and the Banque pour le Commerce et l’Industrie du Sénégal (BCI Sénégal) to train 125 professional drivers in road safety and new technologies. This was followed by the launch of an electric taxi program involving 100 fully electric vehicles, utilizing a leasing model to allow drivers to own their vehicles after four years.

On September 28, 2026, the second phase of the Train Express Régional (TER) was officially inaugurated, extending service to the Blaise Diagne International Airport (AIBD). The 19-kilometer extension, which connects Dakar and the Diamniadio urban hub to the airport, allows travelers to complete the journey in approximately 55 minutes. Managed by the investment agency APIX, the project cost approximately 420 million euros and received funding from the Senegalese state, the Islamic Development Bank, the African Development Bank, the West African Development Bank, and French loans.

While the rail line is now operational, some infrastructure work remains ongoing in Sébikotane, specifically regarding the completion of a station and a pedestrian bridge. The project also incorporated social support programs in affected areas, targeting improvements in education, health, water access, and flood prevention.
