The Nexus investigation, coordinated by the European Public Prosecutor's Office in Palermo, has targeted a suspected system of rigged public contracts in the Syracuse area. Concetta Carbone, the Vice President of the Siracusa City Council and a former assessor in Mayor Francesco Italia’s administration, was placed under house arrest on charges of corruption and criminal association. Investigators allege that Carbone, a municipal technician, and a member of the Carabinieri facilitated preferential channels for specific entrepreneurs to secure public contracts through direct awards. In exchange, it is hypothesized that they received approximately 10,000 euros and various electoral advantages. The probe, which initially focused on the expansion of a migrant hostel in Cassibile, has expanded to include other public procurement procedures.

The investigation has triggered a severe political crisis for Mayor Francesco Italia. While the Mayor has not been subject to precautionary measures, he remains under investigation. Political pressure has culminated in a formal motion of no-confidence signed by fourteen city councilors representing Forza Italia, Fratelli d’Italia, the Democratic Party, and the mixed group. The motion criticizes the Mayor for being “absolutely inadequate” regarding his lack of transparency and failure to resign following the Nexus operation.

Additional grievances cited include mismanagement of urban planning, waste management, water emergencies, and tourist taxes. To successfully remove the Mayor, twenty votes are required out of thirty-two council seats. With fourteen signatures secured, the administration requires six additional votes to survive. This standoff has created significant tension within the center-right coalition, as leaders from Fratelli d’Italia have pressured autonomous groups, such as MPA and Grande Sicilia, to clarify whether they will support the administration or the no-confidence motion.
