In the rail sector, officials emphasize that recovery and freight reliability require significant technical and infrastructure upgrades. Brian Monakali, Chairman of the South African Heavy Haul Association and CEO of the Railway Safety Regulator, noted that opening the network to third-party operators necessitates modern signaling, better infrastructure monitoring, and coordinated planning to combat challenges like derailments, theft, and vandalism.

An assessment of digital signaling options is currently being conducted, with a decision on a preferred model expected by March 2027.

Broader economic reform efforts, monitored by Operation Vulindlela, show mixed results. While the Business Leadership South Africa Reform Tracker indicates a rebound in momentum with a record completion index of 72.5, driven by advances in digital transformation, water, and energy, several key targets have been missed. In the electricity sector, efforts to establish a competitive wholesale market are underway, but electricity distribution reforms and the construction of new high-voltage transmission lines have fallen behind schedule. 

In logistics, the cabinet has approved the separation of the Transnet National Ports Authority into a standalone state-owned company, and a Rail Access Agreement has been gazetted to encourage private-sector participation. However, Transnet has reported a R26 billion maintenance funding shortfall for rail infrastructure.
