South Africa and Zimbabwe have concluded the Fourth Session of the South Africa–Zimbabwe Bi-National Commission (BNC) in Pretoria, hosted by President Cyril Ramaphosa and attended by President Emmerson Mnangagwa. The summit resulted in the signing of several bilateral agreements and Memoranda of Understanding aimed at translating political ties into economic and social programs.

These agreements span sectors including agriculture, arts, culture, gender equality, trade, investment, and diplomacy. A significant outcome is the formalization of a framework for the transfer of sentenced offenders. Signed by South African Minister of Correctional Services Pieter Groenewald and Zimbabwean Minister of Justice Ziyambi Ziyambi, this agreement allows eligible prisoners to serve their sentences in their home countries to facilitate rehabilitation and family reunification. This measure is also intended to address overcrowding in South African correctional facilities, which held over 173,000 inmates as of August 2026, including more than 30,000 foreign nationals; Zimbabweans represent the largest group of foreign inmates in South Africa.

To enhance regional trade and logistics, the nations identified ‘High-Impact Priority Projects’, such as making the Beitbridge One Stop Border Post fully operational, constructing a third bridge over the Limpopo River, and developing industrial parks. Other economic priorities involve regional automotive component manufacturing and the establishment of a fertilizer manufacturing plant.

Regarding migration, South African International Relations Minister Ronald Lamola reaffirmed a commitment to managing migration in a ‘lawful and humane manner’, while explicitly rejecting xenophobia and violence against foreign nationals.
