Local governments in South Korea are expanding welfare and labor support initiatives to address demographic and economic shifts.

In the social welfare sector, Dangjin’s Labor Rights Center continues to provide legal aid and education for vulnerable groups, including youth and women returning to the workforce. For employees earning less than 3 million won per month, certified labor attorneys assist with issues such as unpaid wages, industrial accidents, or unfair dismissal. In Gyeonggi Province, the support program for pregnant women has expanded, with an additional recruitment period allowing approximately 7,500 eligible women across 25 cities and counties to apply for roughly 240,000 won worth of certified organic or eco-friendly food products.

To manage the increasing number of foreign seasonal workers in the agricultural sector, regional authorities are implementing new housing and safety measures. In Seongju County, officials have proposed amending the Farmland Act to permit ‘rural stay shelters’ to serve as temporary housing to help farmers meet accommodation standards. Yeoju City is focusing on worker safety by providing heatwave prevention supplies and employer training, though the recent death of a worker from Laos has underscored the administrative challenges of managing large worker populations. 

Other municipalities are planning for future labor needs; Yangju City and Yeongdong County are conducting demand surveys for 2027. To combat chronic shortages, Yeongdong County has increased its internal limit of seasonal workers per farm from four to six and is offering support for remodeling dedicated worker housing.
