South Korea has implemented new amendments to the Parking Lot Act and its enforcement decree to address parking obstructions and vehicle abandonment.

Effective August 28, the regulations allow local governments to authorize the towing of vehicles that block entrances to private or attached parking lots in commercial buildings or apartment complexes if the driver refuses to move. Penalties for such obstructions are tiered, ranging from 1 million won for a first offense to up to 5 million won for subsequent violations.

The rules also target the long-term abandonment of vehicles in free public parking lots. Vehicles left without justification for more than one month will face fines starting at 300,000 won, increasing to 1 million won for repeated offenses. To prevent evasion, authorities will evaluate long-term parking based on the entire lot rather than individual stalls. The Ministry of Land, Infrastructure and Transport stated these measures aim to improve parking turnover, reduce social conflict, and ensure access for emergency vehicles.
