In South Korea, the legal and administrative handling of school violence is undergoing significant shifts. The Supreme Court of Korea established new criteria for rulings, determining that incidents must be assessed through a comprehensive lens—including student age, developmental stages, and the necessity of guidance—rather than solely on the occurrence of harm. This ruling aimed to prevent all student disputes from being classified as school violence, which could lead to unfair evaluations of young children.

Concurrently, data reveals a sharp increase in formal administrative processes. Deliberations by the School Violence Countermeasures Deliberation Committee rose by approximately 88% over five years, reaching 29,405 cases in the 2025 academic year. While total reported incidents have trended slightly downward, the rate of cases resolved internally by school principals has dropped below 50% for the first time. Specific categories of violence have seen substantial growth since 2021, including bullying (up 207.7%), coercion (up 173.1%), and verbal violence (up 146.8%).

Recent court rulings in Cheongju highlight the increasing complexity of these disputes. A district court upheld disciplinary measures against a male student for an attempted kiss that resulted in a classmate’s injury, ruling that behavior causing physical or mental distress can be recognized as school violence even without direct intent to harm.

Furthermore, tensions between student discipline and teacher rights are escalating. In another Cheongju incident, a fifth-grade student received the highest possible disciplinary action—a school transfer—following a physical assault on a teacher. In response, the student’s parents filed police complaints against the teacher and administrators, alleging child abuse during the confrontation.
