In August 2026, Mexican state governments launched the ‘Soy México 2026’ initiative to assist U.S.-born children of Mexican parents in obtaining official Mexican nationality and documentation, such as birth certificates and CURP.

Chihuahua first introduced the program on August 10, offering fee waivers for rights, translations, and apostilles to facilitate access to education, employment, and social security. The program is available at various Civil Registry offices across the state through November 30, 2026.

Following this, Baja California launched its own version of the campaign in coordination with the National Registry of Population and Identity (RENAPO). This specific iteration focuses on minors aged 0 to 17 and simplifies the process by removing the requirement for apostilles, translations, or certificates of non-existence. The Baja California campaign follows a staggered schedule through October 2026, offering free registration in several municipalities and discounted fees in others.

In mid-August, the Baja California rollout specified municipal schedules: Mexicali and San Quintín were scheduled for August 10–31, followed by San Felipe and Tijuana in September, and Tecate, Ensenada, and Playas de Rosarito from October 1–26. Registration is free in San Quintín, Playas de Rosarito, Tecate, Ensenada, and Tijuana, while Mexicali and San Felipe offer a 50 percent discount on fees.

By late August, the program in Baja California saw a significant increase in applications. Civil Registry Coordinator Karla Gutiérrez Isla noted that the surge in demand may be linked to “current U.S. visa complexities,” which has prompted families to seek more legal alternatives for their children. As of late August, the campaign was concluding its initial phase in Mexicali and San Quintín.
