Concurrently, the municipal government in Badajoz approved the Municipal Action Plan for Flood Risk (Pamin) to coordinate emergency services across the municipality and its rural areas. By late October, a directive from the Council of Ministers mandated that municipalities in high-risk seismic zones develop local action plans. This requirement affects all 103 municipalities in Almería due to geological activity in the Eastern Betic System, as well as 36 municipalities in Córdoba.
