Spain is addressing electrical grid bottlenecks and security of supply through new regulatory frameworks and increased investment. The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has established a capacity market for the peninsular electricity system via Order TED/966/2026. Managed by Red Eléctrica de España (REE) and supervised by the National Commission on Markets and Competition (CNMC), the market utilizes technology-neutral, ‘pay-as-bid’ auctions to remunerate generation, battery storage, and demand-side resources. 

To encourage clean energy, participating plants must adhere to an emissions limit of 550 grams of CO2 per kWh. The market includes various modalities: main auctions for existing installations (12-month terms), auctions for new investments (up to 15 years), adjustment auctions for unforeseen issues, and transitional auctions. This coincides with a government commitment to increase electricity grid investments to over 17,000 million euros through 2030 to support renewable integration and industrial demand.

Despite these measures, the grid faces severe saturation. Data from Foro Industria y Energía (FIE) and Opina 360 indicates that as of September 2026, 86.5% of Spain’s 6,127 operational substations are at full capacity, leaving only 13.5% with available access. This reflects a net loss of 282.2 MW of available capacity since March. Regional saturation is particularly acute in the Basque Country and provinces including Álava, Guipúzcoa, Vizcaya, Málaga, Albacete, Guadalajara, Salamanca, and Valladolid, which report 100% saturation. Juan Francisco Caro, director of Opina 360, noted that the grid remains nearly as saturated as it was six months ago, despite Royal Decree-law 7/2026 intended to prevent capacity hoarding.
