Spanish municipalities are implementing various measures related to water management and social support. In Caravaca de la Cruz, a feasibility study for a new 25-year water contract proposes significant increases in domestic water rates, including a 22.8% rise in fixed fees for the urban center and an 18.5% increase for outlying districts. The proposal also seeks to remove fee exemptions for certain large families.

In Barcelona, the City Council has moved to adjust eligibility for social, educational, and housing aid by accounting for high housing costs in income calculations. This measure aims to assist families who struggle with the cost of living despite not meeting strict vulnerability thresholds.

Simultaneously, infrastructure and drought mitigation efforts are expanding. In Estepa, the City Council approved land expropriation to facilitate the construction of a new high-pressure potable water pipeline. In the province of Salamanca, subsidies under the 2025 Drought Plan have been approved to renovate catchment networks and improve water quality in Ciudad Rodrigo and La Fuente de San Esteban, specifically supporting the renovation of the Manantial de la Aceñuela catchment network.

Further modernization efforts include L’Espluga de Francolí, where the local government is renovating potable water network sections to reduce leaks. Supported by the Catalan Water Agency (ACA), the project aims to increase network efficiency from 49.5% to 75%, potentially saving 147,238 cubic meters of water annually. In Sóller, a project has been approved to restore ancient hydraulic infrastructures, utilizing traditional irrigation ditches known as ‘síquies’ to direct water from the Torrent Major to local laundries and orchards.
