Spanish municipalities are implementing digital twin projects through the national Smart Cities and Territories program. 

In Torremolinos, the City Council is developing a virtual replica of the municipality to simulate urban scenarios such as mobility issues, service demand peaks, and population fluctuations. This project, funded largely by FEDER funds, aims to transition urban management to a preventive model. 

Similarly, Albacete is launching the ‘Albacete, ciudad analítica y predictiva’ project. This initiative involves 3D mapping and a digital laboratory to integrate data regarding mobility, the environment, water cycles, and economic activity, allowing officials to test strategic decisions in a virtual environment before physical implementation.
