Spain continues to face an ongoing debate regarding the implementation of tourist taxes in various destinations, as local governments weigh the necessity of these fees against regional competitiveness.

In Vigo, the City Council has officially approved a new tourist tax ordinance to be implemented progressively starting October 1. The tax rates are categorized by accommodation type: 2.00 euros total for five-star and high-end four-star hotels, 1.60 euros for other four-star and three-star hotels, 1.60 euros for tourist apartments and holiday homes, 1.20 euros for other hotels and pensions, and 0.80 euros for hostels, rural establishments, and campsites. Local officials have noted that Vigo’s rates are among the lowest on the Atlantic coast.

A 1.20 euro tax for cruise ship stays has also been established, though it will not take effect until July 1, 2027, to allow shipping companies time to plan. To ease the transition, a “zero surcharge” policy will apply to the third, fourth, and fifth nights of a stay until July 2027. Exemptions are provided for minors, individuals with a disability of 60% or higher, and stays for health reasons or federated athletes attending competitions. The measure passed with support from the local socialist government, while the PP and BNG voted against it, with the PP accusing the administration of importing “tourismphobia.”

In the Canary Islands, the High Court of Justice annulled a municipal tax in Mogán, ruling that a 0.15 euro per person per night fee was being used under the “guise of environmental protection,” which distorted its intended purpose. In Gandia, political debate remains over a proposed “fair tourist tax” to fund public space maintenance, though the mayor has expressed doubts regarding municipal authority over such regulations.
