Sri Lanka is pursuing economic recovery through high-level diplomatic and investment initiatives. In mid-August 2026, the government held ministerial-level talks with the European Union in Colombo to discuss bilateral cooperation, economic reforms, and the modernization of industrial zones. A key focus was the importance of preferential market access under the EU’s GSP+ scheme, which is scheduled to expire at the end of 2026.

In late August, the Ministry of Foreign Affairs briefed diplomatic missions on the Sri Lanka Economic and Investment Summit (SLEIS) 2026, organized by the Ceylon Chamber of Commerce. Scheduled for October 12–13, the summit is themed ‘Positioning Sri Lanka in a Changing Global Economy: Resilience, Reform, and the Future of Economic Policy’. Deputy Minister of Foreign Affairs Arun Hemachandra encouraged diplomats to promote these investment opportunities to international business communities.

To further diversify the economy, the government is promoting MICE tourism (Meetings, Incentives, Conferences, and Exhibitions) to attract high-spending corporate travelers. This includes a $200 million World Bank-backed initiative, such as the $77 million THRIVE Colombo project, designed to increase visitor stays in the capital. Additionally, the Colombo Port City Special Economic Zone continues to operate as a high-autonomy hub, having secured over $1.4 billion in cumulative foreign development capital, primarily through China Harbour Engineering Company. While the zone offers tax holidays of up to 15 years, its unique economic regulations have prompted discussions regarding competition with mainland Sri Lankan businesses.

As the nation prepares for the eventual conclusion of its International Monetary Fund (IMF) bailout programme, policymakers are exploring diverse financing avenues, including international capital markets and partnerships with multilateral development banks like the Asian Development Bank. While tourism seeks growth through investment-driven models, the vital apparel export sector faces challenges from global demand shifts and worker fatigue.
