The Judicial Administration Body (OAJ) of the State of Mexico has initiated a series of structural reforms to reorganize its judicial operations and address administrative needs.

In September 2026, the OAJ approved 12 agreements during a session in Tlalnepantla. These measures included the dissolution of the Tlalnepantla Unitary Civil Court, the transformation of the Tlalnepantla Unitary Family Court into a regional collegiate court, and the planned creation of six new unipersonal criminal appellate courts across Toluca, Tlalnepantla, Texcoco, and Ecatepec. The reforms also established new guidelines for applying Amnesty Law.

By October 2026, the judiciary launched five criminal appellate courts specifically to combat a significant case backlog. A diagnostic study indicated that existing unitary courts were managing 44.7 percent of criminal matters but held 59.9 percent of the total backlog. To resolve this, the OAJ implemented a redistribution of pending files through the Criminal Judicial Management System. New courts were established in Almoloya de Juárez, Texcoco, and Tlalnepantla to improve response times, with OAJ President Fernando Díaz Juárez noting, “There is no use in a matter if justice arrives late.”
