Sweden has implemented the ‘Villaeffekten’ state energy subsidy to assist homeowners in improving energy efficiency. Effective September 1, the program targets owners of one- or two-family houses built before 1990 that are not connected to a district heating network.

The subsidy covers 30 percent of material costs for approved energy-saving measures, such as insulation, window and door replacements, and the installation of water-borne heating systems or specific heat pumps (including air-to-water, geothermal, or lake-source). The grant is capped at 60,000 SEK per house, and the program is supported by an annual budget of 300 million SEK through 2030. To qualify, properties must serve as permanent residences; vacation homes are ineligible. While air-to-air heat pumps are excluded, the cost of connecting a home to a district heating network is an eligible expense.

Following the launch, the program has faced criticism regarding restrictive eligibility criteria. Critics have highlighted issues such as strict deadlines for material orders and the exclusion of homes already connected to district heating, even if those properties require insulation or sealing to reduce energy loss. The 1990 building age cutoff has also been noted for creating inconsistencies in access to support.

Furthermore, experts from the Swedish Building Conservation Association have raised concerns regarding historical integrity. They advise against aggressive measures like heavy facade insulation or plastic layers, which can damage building physics and lead to mold. Instead, they recommend low-impact solutions, such as insulating attic floors and renovating original windows, to balance energy savings with cultural preservation.
