The debate surrounding Sweden’s 2027 collective bargaining negotiations has emerged as a conflict between industrial competitiveness and labor demands.

Employer organizations, including Industriarbetsgivarna and IKEM, have urged for slower wage growth to protect the export industry from global competition and rising costs. Per Hidesten, CEO of Industriarbetsgivarna, argued that the pace of wage increases must slow to ensure continued investment and job creation, further suggesting that the trend toward reducing working hours has reached its limit.

Conversely, white-collar unions such as SSR and Unionen are prioritizing shorter working weeks to sustain long-term employment capacity. While some industrial sectors have already secured shorter hours, sectors like retail and education have seen less reduction. Small business owners have expressed concern that a shift toward a 35-hour work week could increase hourly costs by 12.5 percent, potentially leading to higher consumer prices and reduced hiring capacity.
