Syria is pursuing significant digital and telecommunications infrastructure development. Minister of Communications and Technology Abd al-Salam Heikal announced a requirement of at least $5 billion for digital transformation, noting that approximately $2 billion has already been secured. A central initiative is the ‘Silk Link’ project, designed to create a regional data gateway connecting the Mediterranean to Asian markets through Syria, Jordan, and Saudi Arabia.

In the mobile sector, investments are expected to exceed $3 billion, involving the new operator Zain and Syriatel. The Zain license is projected to provide $750 million to the Syrian treasury, with commercial operations anticipated for early 2027. 

Furthering its digital integration, Syria has officially joined the Digital Cooperation Organization (DCO). By signing the membership charter, Syria gains an institutional framework to collaborate with member states on issues such as digital trade, artificial intelligence, cloud computing, and data centers. While the DCO does not guarantee direct funding, it is intended to facilitate access to digital policies, markets, and knowledge.
