Taiwan has initiated the ‘National Health Insurance Rehabilitation Ward Pilot Program’ as part of its Long-term Care 3.0 initiative. The program, supported by an allocation of approximately 300 million TWD, involves 10 hospitals nationwide and aims to provide intensive inpatient rehabilitation for about 1,600 patients annually, specifically targeting those recovering from strokes or fractures.

The initiative seeks to shift healthcare focus from merely ‘caring for disability’ to ‘reducing disability’ by emphasizing functional recovery and independent living. A central component of the program is the use of ‘home environment simulation,’ which allows patients to practice daily activities such as eating, dressing, and walking in a controlled setting to prepare for their return home.

Premier Cho Jung-tai noted that as Taiwan enters a super-aged society, health policy must transition from treating diseases to restoring health and preventing disability, thereby reducing the caregiving burden on families.
